In an article with Siliconera, the Japanese video game makers answered why they have recently changed their stance from making Xbox exclusive games to Playstation exclusives with the upcoming Quantum being a PS3 exclusive;
Makoto Shibata, Director: Japanese development tends to focus and specialize on particular hardware. When we were thinking about doing this we saw the PS3 as the hardware with the highest specs.
I hope they are not the only developers out there that think this and we can see more games using the full potential of the PS3. the rest of the interview can be read at Siliconera.

I really hope so. Very slowly, though, it seems a lot of devs want to focus more on the PS3, but multi-platform games are still going to hinder the quality because they don’t want one version to differentiate too much from another (in regards to PS3 and 360 multiplatform games). Hence why 90% of PS3’s exclusives look a lot better than third party multi-plat software. Most of them even look better than 360’s exclusive titles.

This is coming from Tecmo, known for Dead or Alive and Ninja Gaiden which were 360 exclusives or timed exclusives.

maybe these will be full blown PS3 exclusives that the 360 wouldn’t be able to handle without some severe changes and loss of quality

Tecmo has always been a supporter of Sony. It was Itagaki’s Team Ninja that turned into Microsoft’s fanboys. Now that he’s gone things should be a bit more fair on the development side of Team Ninja.
I forget. It’s Koei-Tecmo now.
