Say you trade in a game. The game gets your $10 cash or $20 store credit, so you take store credit and buy a $20 PSN card. I don't see anything wrong with that. I always have anywhere from $5-$10 floating around on my edge card from trade in etc... Would be beneficial to me as it would allow me to buy dlc with that left over credit. After a couple button presses my content is on its way. Super easy! As for buying DLC at a store, I really don't see the point either. Unless they offer some incentive for buying content from the store and I highly doubt that.
