Not sure about the sub account thing since I have never tried these but yeah once they take the games off they are off. If you join now for instance you will not get what we got a month or 2 ago if it was taken off line. 

However if you get a game and then stop being a PS+ sub and rejoin it a year from now you should be able to pull the games you downloaded a year ago. I think that is how it works.
