Will those minutes rollover to the second month or are they supposed to use them all in a single month? Also, having the download cap set at 20 MB (as is the case with any 3G service) makes it useful only for web browsing and online play but not for downloading games, apps, etc.

In Japan…who knows. But it's unlikely to roll over with AT&T since their iPad services do not.
As far as the download cap…that isn't completely true. You can still download a couple of smaller games on that with no problem such as IOS games.
Whoa…
Tales of Innocence R comes with two apps. One is an adventure skit drama called "Connect to the Protagonists's Throughts." This, Ruca talks about how he is excited he is on the Playstation Vita. Players will be able to choose conversation options and talk to the characters from other Tales games. Cassius, Lita, Shing, and Jade are in the skit as well as Ruca, Ira, Conway and QQ.
ALSO there is a Tales character alarm clock voiced by a character of your choice!
Awesome that non-gaming apps are also coming attached to games!
Now THAT is how you make good used of extra memory AND storage space! Would be great if more games followed this example.

Sooo, only 3-5 hours AND it takes 2 and a half hours to charge?
I have a post about the battery life coming up soon. It's informative. Besides the 3DS is 4-6 hours of gameplay with 3.5 hours to fully recharge.
Neither of the images above are pictures. They are Sony's rendering. There are some obvious D-pad differences to start. I believe the buttons are a tad smaller than the newer one. The OS image is much more crisp and colorful.
I have a 3DS and I can assure you it does not take 3.5 hours to fully recharge.
I had one and I can assure you that it does lol. That is also Nintendo's official spec sheet info.
Actually Eddie… Nintendo might have done something to the battery with newer models. My sister bought a red one two weeks ago and it takes 2 hours to charge from fully depleted to 100% by leaving it in the cradle.
