PS3 titles do not work on the Vita which is what those PS2 digital releases are. It's more of a no brainer then it sounds. The game launched on the PS2 but was remade for the PS3.
However there is logic behind the PSOne titles. PSOne digital titles were created with the PSP in mind for emulation. The PSP master keys are known so if they used the same emulation on the Vita, it would be instantly hacked for piracy. So in order for PSOne games to be supported, they need to write a whole new emulation program that supports the majority of the available library. Takes considerable time and testing.
Also known is that any game that requires a card for save data will not boot up unless you have a card installed. This sounds odd but the funny thing is our PS3 has been doing this since launch. If we could launch a game without a hard drive, we could not boot many games that require a save spot.
Still weird that games with a save feature to the card itself won't allow us to do a save to the memory card in the system.

I'll be saving to the cloud anyways myself.
And can we save to the cloud for games that save directly to the card? There might be something there that prevents us from doing so since we'd be uploading from cart and not from memory.

All game saves can go to the cloud. I believe there is even an option to save directly to it.
