Gordon Van Dyke, Associate Producer of the game, announced on the Official Blog that the Beta for BF: BC2 will be exclusive to PS3 owners. Here’s what he had to say about it:

Starting on November 19, the beta will feature the huge ‘Arica Harbour’ map where up to 24 players compete to secure valuable crates in the ‘Rush’ game mode as the action moves across a variety of different locations. From an initial vehicle assault on a military outpost the war winds through streets of a deserted town to an intense final fire-fight in an industrial harbour.

This Beta will apparently be available in multiple countries. As to how to get into the beta, the Official Blog will be having a giveaway, but you can also get in by preordering the game at participating retailers (probably GameStop) and from different gaming sites.

Again, Beta starts on November 19th and the game will hit store shelves on March 2nd. Battlefield has been one of my favorite FPS series since 1942 on the PC and this one looks great! New trailer tomorrow by the way!
